I'm not sure on the measurements of the collar itself.. BUT, I have 3 cats of various sizes..
13lbs, 10lbs, and 8lbs.. the collars were easy to adjust to fit each of them correctly and safely. UNFORTUNATELY they are the break away collars (which is important for your pets safety) and my 2 boy cats are always helping each other take their collars off .. and then they hide them.
